During August 23th to 26th, CAS president Bai Chunli surveyed Xinjiang branch. The first stop is Cele Desert Research Station, which belongs to the Research Institute of Xinjiang Ecology and Geography. There Bai Chunli consoled the personnel and sent his sincere wishes to them, hoping them could keep on achieve new Sci-Tech goals in the future. Then, Bai Chunli headed to a village named Baxiqiawage, where personnel of CAS lived and worked with local villagers to perform the maintenance task. The next day, Bai Chunli attended the leadership shift conference, “leading plan” colloquium, “connect people and stability maintenance conversazione and CAS-Xinjiang Sci-Tech cooperation seminar.
On the morning of August 24th, Bai Chunli arrived a research station rooted in the southern desert of Xinjiang---Cele Desert Research Station, to check its desertification control work in the experimental zone and send his honest greetings to all staff. The next stop is Baxiqiawage village where there have been 7 cadres of CAS living and working since March, 2014. In the multi-media classroom which was donated by CAS, he listened to the report by the team leader Cui Wangcheng on the aspects of the cadres’ living and working condition. Hoped all of them keep on doing contribution to this village, to local stability and development, he said, all the cadres worked in Xinjiang should brace themselves up and be in good mood, connect the reality, focus on key points, listen to people’s voices, and be familiar with people’s opinions and needs. At the end of the visit, Bai Chunli also went to another village team formed by cadres from Xinjiang sci-tech department.
August 25th, Bai Chunli delivered the opinions from Party Committee of CAS to the research institute of Xinjiang ecology and geography. Later, he attended the conference on leader shift of Xinjiang branch.
August 26th, Xinjiang branch held “Leading Plan” forum. There was a heated discussion at the meeting which brought out lots of suggestions and questions from researchers and staff of CAS in Xinjiang branch. According to the discussion, Bai Chunli answered all the questions and made a conclusion speech. He pointed out, despite there were some difficulties existing now, such as being short of money, foreign researchers’ welfare and guarantee, local stability and etc. we shouldn’t just wait for other people to solve this for us, instead, try to dig out the cause and reason behind the problem. For example, try to rely on ourselves and make correct decision when choose the direction of programs. Only if the research institute’s program is unique and innovative, which can be irreplaceable and actually bring benefits for CAS and the society, then the money is no longer a problem, the development of the research institute is no longer a problem. Of course, CAS would do what it can do to help Xinjiang branch.
Bai Chunli stressed, the classification of research institutes is a complicated systematic project. Deepening the reform of CAS is the breakthrough and key for all the reforms. It determines whether “Leading in four points” can be successfully carried out and achieved or not. So the reform should be regarded as the center task of the whole CAS. We need to firmly insist on it.
In the start-up phase, we should follow the rule “step by step”. The classification reform can’t be achieved in one step, so we have to avoid engaging in “one size fits all”. What research institutes need to do is to combined with local characteristics and development, to play the advantage of innovation and establish Xinjiang’s irreplaceable and unique advantage.
Bai Chunli further stressed that all scientists and personnel of CAS in Xinjiang should firmly hold the spirit that the maintenance work should be put in the first place. Around the center of maintenance, we continue to put forward the significant programs of CAS & Xinjiang cooperation to new progress, serving the long-term stability in Xinjiang and doing more contribution to the development of Xinjiang.
During the visit, Bai Chunli also signed in the cooperation ceremony of CAS Xinjiang branch & Hotan, had an on-site inspection of the new living building and kindergarten, met the ethnic doctors of CAS ethnic high-level talents program, and checked the program cooperated with the security department of Xinjiang.
