Xinjiang branch was holding the talent working forum
In order to thoroughly carry out “National planning outline on medium-term and long-term talents development” and “Strategy of ‘innovative 2020’ talents development, Chinese Academy of Science”, meanwhile, convey the important spirit of national talents working forum, April 19th 2012, Chinese Academy of Science held talents working forum. The president of CAS, Mr. Bai Chunli, Vice-president Mr. Zhan Whenlong, Mr. Yin Hejun and Mr. Zhang Heping, Secretary-general Mr. Dun Maicun and Vice-secretary-general Mr. Pan Jiaofeng attended the forum. More than 30 leaders, managers and researchers of all research institutes of Xinjiang branch attended the videoconference in the branch hall.
In the forum, President of CAS, Mr. Bai Chunli made an important speech of “thoroughly apply scientific talents view and promote the innovative development of talents working, CAS”, which conveyed the main spirit of National talents working forum systemic, summarized the progress and achievement of CAS talents working, meanwhile, expound the general thought of further strengthen CAS talents Working combining with new situation and problems talents working meet with presently.
As a representative unit to make statement on the forum, Mr. Fu Chunli, the secretary of leading party of Xinjiang branch made a speech of “‘Western Light’ project promote the talent construction of Xinjiang Branch”, which summarized after the Western Light project carried out, the past 16 years’ working experience, methods and enlightenment of Xinjiang branch attracting and training talents, meanwhile, put forwards some suggestions and thoughts of western part carrying out talents working.
After the videoconference, Xinjiang branch held a forum to discuss how to further apply the spirit of CAS talents working conference. Vice-president Mr. Wu Manjiang hosted the forum, personnel participating the forum discussed focusing on “Western Light” project and management, establish permanent mechanism of high-level personnel introduction and training, personal development and team cooperation and so on. Mr. Jiang Tonghai, the secretary of Xinjiang Technical Institution of Physics& Chemistry suggested that Xinjiang branch should strengthen the processing supervisory of Western Light project and improve evaluation methods, meanwhile, Xinjiang branch should let the new-introducing doctors sign triple agreement with the team and Xinjiang branch on personal development and scientific achievement to help them merging into the team and developing mutually. The secretary of Xinjiang Astronomical Observatory Mr. Sun Zhengwen and researcher Jiaerkeng all suggested that “Western Light” project should invest more to Xinjiang Astronomical Observatory. Researcher Mr. Wang Chuanyi and Mr. Li Jun suggested technological research department and researchers should cooperate with personnel department to expand avenue for attracting more talent of “thousands of talents plan”. Other participants also exchanged view on the problem of establishing smooth quite mechanism for researchers leaving their position, changing management during the talents project carrying out , Xinjiang branch cooperating with local government department for better talents introduction and training and so on.
In connection with president of CAS Mr. Bai Chunli’s important speech and current situation of research institute of Xinjiang branch introducing and training high-level personnel, Mr. Zhang Xiaolei, the president of Xinjiang branch pointed out that comparing with colleges and other research institute, the institutes of Xinjiang branch is gradually losing their advantages, therefore, all units of Xinjiang branch should pay more attention to high-level personnel’s introduction and training. The personnel department should grasp the opportunity and take full advantage of present policies for talents working, create a new situation of talents working of Xinjiang branch.
